FCC Announces Start of ECIP

On February 15, 2024, the Wireless Telecommunications Bureau released a Public Notice announcing that it will begin accepting assignment and lease applications to participate in the Enhanced Competition Incentive Program (“ECIP”).  Applications under the ECIP may be electronically filed starting today, February 15, 2024, using Form 603, for assignments, partitions, and disaggregations, or Form 608, for lease arrangements.  The updated forms contain the new ECIP questions.

Pending applications that were filed prior to February 15, 2024 or consented to but not yet consummated prior to February 15, 2024 are not eligible for processing under the ECIP and cannot be amended to seek consideration under the ECIP.  Applicants seeking ECIP benefits for a pending transaction may withdraw a pending or consented to application and re-file using the appropriate form.  Such applications will be placed on Public Notice pursuant to Commission rule 1.933.
