FCC Releases Public Notice Providing Additional Guidance Ahead of Resumption of Operations and Extension of Filing Deadlines

On November 13, 2025, the FCC released a Public Notice providing additional guidance ahead of the resumption of operations and the extension of filing deadlines.  The following information was provided:

  • All filings originally due between October 1 and November 17, 2025, are now extended to at least November 18, 2025.
  • Further extensions and specific guidance will be issued prior to November 18 for certain systems, matters, and programs, including the FCC’s Universal Licensing System and Equipment Authorization System.
  • This extension does not apply to filings in the Network Outage Reporting System (“NORS”), the Disaster Information Reporting System (“DIRS”), or those related to spectrum auctions under Section 309(j).
  • Any Special Temporary Authorities (“STAs”) expiring between October 1 and November 17, 2025, are automatically extended to at least November 18, 2025, except for those related to Section 309(j) activities.

The FCC urges parties to limit filings unless urgently needed and not to seek additional deadline relief until further notice.  FCC staff will apply a flexible, commonsense approach to address issues arising from the anticipated surge in filings.
