June 14, 2024 Weekly Wireless Wrap-Up

Good afternoon from Washington, DC!  Below you will find this week’s Wireless Wrap-Up; your update on the wireless telecommunications regulatory landscape, important wireless decisions, and more!  Here is your wrap-up:

  •  OPEN MEETINGS
    • On 6/7, the FCC held its June Open Meeting. The Commission considered three items, including a Notice of Proposed Rulemaking on steps to strengthen the security of the routing system for the Border Gateway Protocol, described in greater detail below.  For more information and to view a copy of the Agenda, see our post here.
  • OUTAGE REPORTING
    • On 6/7, the FCC published in the Federal Register ATIS’s Petition for Reconsideration of the FCC’s Report and Order modifying the Network Outage Reporting System (“NORS”) and Disaster Information Reporting System (“DIRS”) requirements, thereby setting the comment and reply comment dates.     • On 6/4, the Public Safety and Homeland Security Bureau (the “Bureau”) released a Public Notice, announcing the procedures for states to request activation of the Mandatory Disaster Response Initiative (“MDRI”). For additional information and to view a copy of the item, see our post here.
  • BORDER GATEWAY PROTOCOL
    • On 6/7, the Federal Communications Commission released a Notice of Proposed Rulemaking (“NPRM”), which was adopted at their June Open Meeting, addressing forthcoming steps applicable to broadband Internet access service (“BIAS”) providers to strengthen the security of the routing system for the Border Gateway Protocol (“BGP”). The NPRM proposes that service providers prepare and update confidential BGP security risk management plans (“BGP Plans”) at least once annually.   • Q3 2024 USF CONTRIBUTION
    • On 6/12, the Office of Managing Director (“OMD”) released a Public Notice announcing that the proposed universal service contribution factor for the third quarter of 2024 will be 0.344 or 4%. For additional information and to view a copy of the item, see our post here.
